- Generating slug from description
|

- Creating the phase directory (`.planning/phases/{NN}-{slug}/`)

- Inserting the phase entry into ROADMAP.md with Goal, Depends on, and Plans sections
|

|
|
Extract from result: `phase_number`, `padded`, `name`, `slug`, `directory`.
